Position Overview:
The IT Procurement Manager is responsible for leading the procurement process improvements, regional procurement governance and managing procurement operations. The role involves managing the end-to-end procurement process, from sourcing to payment, and driving the rollout of procurement shared services with primary focus on IT related software, hardware, services and other technology products. The IT Procurement Manager will collaborate with cross-functional teams, suppliers, and stakeholders to optimize procurement operations and achieve cost savings while ensuring high-quality standards and compliance.
Key Responsibilities:
Procurement Process Transformation:
Develop and execute a procurement process strategy to enhance efficiency, reduce costs, and improve overall performance.
Identify areas for process improvement and streamline procurement operations.
Lead cross-functional teams to drive process changes and ensure effective implementation.
Work with Finance team on IT procurement budget including OPEX and CAPEX and ensure all purchases stay within the allocated funds.
System Implementation:
Lead the implementation and enhancement of procurement systems, such as e-procurement platforms, contract management systems, and supplier relationship management tools.
Collaborate with IT teams, vendors, and stakeholders to define system requirements, customize configurations, and ensure a successful rollout.
Conduct user training and provide ongoing support to ensure system adoption and compliance.
Regional Procurement Governance:
Establish and oversee regional procurement governance.
Develop and implement regional procurement policies and procedures to ensure compliance with local regulations and company standards.
Coordinate with regional procurement teams to ensure alignment with group procurement strategies and objectives.
Monitor regional procurement activities, identify areas for improvement, and implement best practices to enhance efficiency and effectiveness across all regions.
Procurement Shared Services Operations:
Establish and manage centralised procurement shared services, including centralized sourcing, contract management, and vendor management.
Develop service-level agreements (SLAs) and key performance indicators (KPIs) to measure the effectiveness and efficiency of shared services.
Monitor service delivery, identify areas for improvement, and implement corrective actions as needed.
Supplier Relationship Management:
Develop and maintain strong relationships with suppliers, negotiate contracts, and monitor supplier performance.
Conduct supplier evaluations, assess risks, and implement supplier development initiatives.
Collaborate with stakeholders to identify strategic sourcing opportunities and develop supplier strategies accordingly.
Compliance and Risk Management:
Ensure compliance with procurement policies, procedures, and regulatory requirements
Implement robust risk management practices, including supplier risk assessments and contingency planning.
Monitor and report on procurement metrics, trends, and compliance issues to senior management.
Qualifications:
Bachelor's degree in business administration, supply chain management, or a related field. MBA or CIPS certification is a plus.
Strong knowledge of various IT products and services including:
Extensive knowledge of IT products and services, including cloud computing (IaaS, PaaS, SaaS), various software solution/ hardware, and the IT vendor landscape.
Expertise in IT services outsourcing, covering vendor selection, contract negotiation, service level agreements (SLAs), and performance monitoring.
Experience managing substantial IT procurement budgets for both OPEX and CAPEX.
Proven track record in leading procurement process transformations and system implementations.
Managed substantial procurement budget for IT OPEX and CAPEX related purchases.
Familiarity with major procurement systems (e.g. SAP, Oracle, MS Dynamics and etc), such as e-procurement platforms, contract management systems, and supplier relationship management tools.
Strong analytical, problem-solving, communication, and interpersonal skills.
